Han Zheng said that holding the China-Russia Energy Business Forum is an important consensus reached by the heads of state of China and Russia. Chinese President Xi Jinping attached great importance to this forum and sent a congratulatory letter. Energy cooperation is an important part of China-Russia comprehensive strategic partnership, and it is one of the most important, most fruitful and wide-ranging areas in Sino-Russian pragmatic cooperation. Thanks to the personal attention of the two heads of state, through the joint efforts of the governments and enterprises of the two countries, Sino-Russian energy cooperation has continued to develop actively and has achieved fruitful results.

Han Zheng pointed out that China and Russia are both big countries with important global influences and bear the important mission of cooperation to safeguard global energy security and promote sustainable development of global energy. The energy cooperation between China and Russia has significant complementary advantages and synergies. It is a long-term, stable and in-depth cooperation. In order to maintain the positive development momentum of Sino-Russian energy cooperation, Han Zheng put forward four suggestions: First, adhere to the main body of the enterprise, and conduct extensive consultations on the principle of mutual benefit and win-win, business feasibility, and actively explore and pragmatically carry out project cooperation. Second, adhere to innovation drive, promote the deep integration of information technology and energy industry such as artificial intelligence, big data, Internet, increase investment in innovation, strengthen basic research on energy science and technology, and carry out joint research on key technologies, core equipment and advanced standards. Energy cooperation has injected new impetus. The third is to adhere to financial support, promote the "energy industry + finance" cooperation, promote financial institutions to participate in the full cycle of the project, research innovative financing methods, and escort Sino-Russian energy cooperation projects. Fourth, we will continue to plan for a long-term perspective, tap the new growth point of China-Russia energy cooperation, and continuously expand all-round integration and cooperation in the middle and lower reaches of energy in all fields, and form a cooperation pattern between you and me.
